isp = internet service provider, e.g AOL, BT, Blueyonder, Wanadoo etc.

Have you checked your router to ensure the connection is good?

Tried ringing your ISP yet?

Sure you're not being used as a dump?

wot u mean by being used as a dump?

well personally i've found that ISP plays a big part in speed, both my mates are on "2mb tiscali" supposedly according to Tiscali, BUT my 1mb BLueyonder beats their net into the ground then rapes its dead corpse and eats the remains.
your not on Tiscali by any chance are you?

maybe you live quite a distance from the exchange, so you can just get 2mbit, but you cant get the full speed of it ?

lol i had this problem when i moved from AOL to BT 2mb and it was slower than aol 1 meg so i decided i would move back although aol are crap but it does the job without the aol software i was sueinf a linksys`s router on the BT 2 meg and i couldnt get downloads over 50kb it was insane i think it was somethign to do with my router but i dont use my router on the aol connection as it doesnt seemt o work with the bt ethernet modem lol so i couldnt rly say if it was the ISP or the Router!!
