can any1 tell me where to download this exe from? can't find this anywhere. also, can someone please confirm whether or not it is possible to run a 3.55 server from a windows xp home pc or not?

You can run a server fine on any XP config'd PC. My server is currently running on XP home, and before that was running on XP Pro.. its all good.

cd3.55crack.exe is spose to be the cracked version of crueldragon3g.exe so i'm told, but can't seem to find it anywhere. Having major problems getting crueldragon3g.exe to accept the key so wanted to try this other version

You shouldn't be running the CruelDragon3G.exe.. you should be running the Loader and NetCheck
