Need Quick Lesson on Maps

I need to do two things that I cant get to work

1. Need to open and close a map at a certain time, pretty much like NumaHills

2. Need to teleport characters at a cretain level

Incase you dont know these are npc scripts which is how its all controlled

what opens a map whiout a npc

and does the lvlcheck script check all the time, every hit per say
