It ain't too bad, it's nice and simple. Obviously I've seen better.

spread the top menu options out a bit. at the moment they are a bit too close together
also for the welcome line maybe make it stand out against the blue wavy line
keep your logo and welcome line in a static position between each page
and as above put on a copyright

Agreed, but I think they need to be centralised too! At the moment they seem a little in no mans land.
Heading needs to be bolder, and possibly moved down onto the gray. It also looks like its out of center, so I would bring that into a more centralised position aswell.
