Examine the obvious speed bottlenecks - speed of packets between you & the server, speed of rendering. So, look at either making your PC get the images faster (aka, faster hard drive) or consider a better internet connection (aka, lower latency broadband).

I very much doubt that PC is strugging in ANY way with Mir. You might want to get a faster hard drive, if anything.

Are you using IE Pro? It's an add-on for Internet Explorer which helps with a great many things. Hopefully, the download manager it introduces (MiniDM) will correct your problem.

Boot into safe mode still work? If so, go into the Event Log, and make a note of any critical errors. These will likely tell you what the problem came from. Don't ask how to do this - google it if you're unsure. And post the Critical events in this thread.

Consider upgrading the CPU and graphics card. You'll be wanting GeForce 8600+ (Avoid anything *300, *400, etc). Take note: Minimum specs are lies. The actual minimum is the "recommended" specs, and has been for years.
