Firstly: lose XP. It's 10 years old, man, you can do better. Go grab Windows 7 and be happy.
Secondly: Windows Vista (and onwards) have a rather nice partitioning tool built into their installer (nice in that it actually lets you format & define partitions. It's not a patch on gParted).

Examine the obvious speed bottlenecks - speed of packets between you & the server, speed of rendering.
So, look at either making your PC get the images faster (aka, faster hard drive) or consider a better internet connection (aka, lower latency broadband).
Are you using IE Pro? It's an add-on for Internet Explorer which helps with a great many things.
Hopefully, the download manager it introduces (MiniDM) will correct your problem.

If so, go into the Event Log, and make a note of any critical errors. These will likely tell you what the problem came from.
Don't ask how to do this - google it if you're unsure.

Consider upgrading the CPU and graphics card. You'll be wanting GeForce 8600+ (Avoid anything *300, *400, etc).
Take note: Minimum specs are lies. The actual minimum is the "recommended" specs, and has been for years.
