Ive ran old mir3 msrf files with 45-60 users online on a high speed cable connection 1.1mb DL 64kb UL. I think you could pull it off with 250-350kb/s upload speed.

I prefer 2.9 over everything else due to the simplicity of the files. If you do have anyother versions of the hexed eiserver.exe it would be great =].
