Upgrading a 3200+ will require you to get a new motherboard. If you have flashed and reset and BIOS I don't know what to suggest. If you don't mind paying the extra £££ I'd definitly go for a s939 Athlon 64 system, if not replace your existing Socket A motherboard with the one Wittin suggested.

Open your computer and try manually setting the multiplier on the motherboard it's self. If that doesn't work you either have a faulty processor or motherboard, and it would probably be the motherboard, which I'm guessing is an ASRock?

If you have an Athlon XP 3200+ the correct settings should be 200MHz FSP x 11 multiplier. It's highly unlikely your multiplier is the problem because the XP3200+ has a locked multiplier, which means it cannot be changed without a few modifications to the processor.
