how do i get it on mine, as after i upgraded from win 98 i dunno how to get it, its not in display properties

Go into Display Properties, then Desktop.
If the WebPage u wish to display is stored locally on ur PC, simply use the browse button to locate it.
If not, click 'Customize Desktop' -> Web -> New - and enter the URL in the wizard.

Weirded. my only guess is that some tool you have used has disabled it.
