up there in your cmd ipconfig output, the gateway IP (your router IP) is not listed (usually 192.168.1.1 or sometimes 10.0.0.1)
you get that 169.xxx address when the pc cannot connect to your router, in particular to its dhcp server that serves out IPs on LAN
try rebooting the router and check wiring path from it to the pc
btw to copy from cmd window, just drag mouse to select and hit Enter, that puts the text on clipboard, can paste here as txt then
you did disable and re-enable the adapter? it is a bit complicated to do it on current win10 than it used to be
