Heroes Item function - Added stats

Having a problem with these values. No matter what i change them to i don't get any added items ever. Anyone able to figure this out?

Did you ever figure this out mate? i experimented with it a few years ago and when i put the numbers low i think there was more chance of getting stuff on it, but its been years and im having a crack at doing a server again
