As Lcd says, fireworks are in the client and have been for years. Effect.wil / 610-619
There was also a snow effect for a snowman NPC years ago too, with music.
Official Korean has had a cloud/fog effect for a couple of years now but I've only seen it in the new area accessed via the large portal NPCs.

I remember something from deep past, talk that such effects would need their own layer. Offhand, I think fireworks like these we have now here on forum could be animations on front layer. Snow I am not sure if that wouldn't need an extra superimposing top layer.

Fireworks would be only in Bichon SZ and snow falling province wide. That would make the typical event setup with Christmas trees look like million bucks
