xp boot problems

I cant boot my computer can some1 please tell me how to reinstall windows without it being booted. I know you can do it via dos or summit, just i dont know how. Please help¬!¬!¬!¬!!!!!!!!!!!!!!!!!!!!

ty glad. 1)u cant use dos. 2)windows xp as the title says? 3) go into ur bios usally by hitting delete when ur computer is first turned on and this will take u to the bios and generally what ur looking for is in the 2nd item down highlight and enter that and u want ur first boot option to be cd rom 2nd boot option to be ide 0 and when u restart with the cd in ur going to watch till it says press any key to boot from cdrom or something similar to that and u hit a key and boom u got it.
