Make sure all those maps are in the server and make sure all those txt docs exist in mapquest folder. The first thing i would try is make a backup of mapquest.txt then empty it and run server. If it works add them back a few at a time and start server you will find you problem in a few mins.
What kind of gamemaster would let a guild be called "Paedos" with guild titles like "SchoolGatekeeper"? (Not 100% on names i have only been told about them) imo stay away from this server unless your an immature child who thinks that's funny.

It was the DEP in system properties that was causing the problem.
Right Click on My Computer and select Properties
Now select the Advanced tab
