the more attack speed the faster you swing (or attack) kinda in the name tbh.
max attack speed you can have and will do the effect is 12 i think even if you get anymore attack speed it will be capped at 12 so you can only get a limit of aspeed, you can add more aspeed stats on but there will be no effect from above 12.

well if ur a player then ur aiming for 12 no matter what, if ur a gm then check it out ingame as cant exactly say a %.
