created the nebula effect using mainly filters (started with a cloud render, which i rescaled), duplicated the layer, over sharpened bits and pieces to create the particle effects and overlayed them, then i added colour to it manually using the pain brush tool. Added a faint gradient, text and a boarder to finish it off.

edit: oh and used a few lighting effects, but I use them in almost every piece, you should know this by now...
