No mobs!?

I started my server up everything seemed ok then I realised that there weren't any mobs, they just weren't spawning, can somebody please tell me how to fix this or which file is resposible for mob spawns?

If you downloaded the untouched files then they havnt got spawns in them.

rename the mongenorig or whatever to mongen Its in the envir folder
