Does any1 know how does COOLEYE work?

they are 0,10,20,....100 in monsters DB.

i know its related to Hiding.

but whats the difference between 10 and 20.

is it a sussuss rate?

100 means 100%, it will see through hide/clear ring effect

Chance (out of 100) to Spawn with the ability to see through clear / hiding..

20 in CoolEye means 20% of the mobs that spawn will be able to see through hiding/Clear.
