Server launcher

Help needed please. Cant get the Server launcher to work. I get a missing file error, any help?

MSWIN.OXC or summon search for it on google and put in C:/windows/system32

when i use the server launcher and put my ip in it it changes the ip to 127.0.0.1... does any1 know the reason 4 this..
