i get this strange error in the m2 on 1.9..im also on vista but i heard you can host a 1.9 on vista,this is using ragezone 1.9 files btw.

any ideas?

maybe it's a read only file (right click > properties > untick: read only)? probably not though, just something to try.

disable UPnP (fernys.co.uk) and if ur hosting over a router use ur 192.168 (etc) ip address and make sure ur ports have been forwarded (7100 7200
+ 7300), or try 127.0.0.1 and try get it up but as offline

U have some ports blocked, and ur network are limited. Use translated files for 1.9. ..u find this here on LOMCN , to see more english infos. Just must use Search... Never use UNPNP are useless, and dont have effect with Mir files, only on Windows for Internet attacks. Only if u are asked by Security Sistem / Antivirus , allow to connect to Internet.
