when ever i open anything the "Open With" window opens and the programs wont work so trying a system restore any other way then the exe's??

If you open Command prompt, or from task manager load a new task, and type "%systemroot%\system32\restore\rstrui.exe" then the system restore menu should open
This is assuming you are running Windows XP
If this does not work then you can perform a system restore through recovery console, if you google it there should be many simple guides on how to do this, such as http://www.icompute.info/System_restore_from_xp_cd.htm
