Hey! I decided to make a tutorial as i was bored and decided to help some people, you will be making something around these lines;
1. First of all, open a new document (100x100), grab your gradient tool(G)
set it to THESE settings and go nuts all over.
2. You should now have something like THIS. make a new layer, colour it all in 1 colour (i suggest blue, or a light colour) and set that layer to Soft light like THIS.
3. Then make a new layer, select all by pressing ctrl+a then goto Edit>Stroke
4. Use stroke three times to these settings ( 1 . 2 . 3 )
Then just add some text and your rocking
