When I tried to make account, it would never respond. Therefore I think the case is more likely to be that there is some sort of invite system, or web based account creation. Since logingate/server account creation is disabled.
The response of the usercount output would suggest a Mir2 server. Besides, far as I am aware Mir3 servers use the same login system.

What happens right, is that the servercount monitors pays a little magic carpet to zoom around the world looking for mir servers, and when it finds them it writes their IP on its ass.
When it returns, the monitor looks at the magic carpets ass, reads the IP and thinks about adding it to the list.
