i guess solution for your problem is in that screenshot, just read the error

Make sure all language is set to Chinese with the Holley files you don't need to be so exact with the language... once you had set the language of pc to Chinese(PRC) you also need to go into Regional options and change them both to Chinese also... its something to do with the times they need to be exact accurate on kings....
