When Internet Explorer downloads files no matter where you ask the computer to save them it will place them in a temp directry while it downloads. When the download is done (or 99%) it will move the file to the location where you asked it to be saved. Hense the copying windows appearing, which in return with large files may take awhile.

I think when he said 'windows', he ment Internet Explorer, as Firefox doesn't do this also.
