is their a way to filter words useing global shout

im trying to find a way of word filtering global shout,

i have word filter working now ingame but want global checked as you can bypass this.

As far as i no the word filter is the only thing that would be able to block those words. Im pretty sure you wont be able to block swear/offence words through anything else.
