I've been making these a while, and I think its time for me to tell you how.
1. Draw lines of colours (as below):
2. Use the "Glass" filter, set to 'Distortion: 5' 'Smoothness: 3' 'Texture: Frosted' 'Scaling: 100%', and leave the 'Invert' option un-ticked (as below):
3. Motion blur the image, with an angle of your choice (some don't work) (I use angle 45 degrees most), and 'Distance: 999 pixels'.
4. Use the 'Chrome' filter, to give the image its finished look (as below):
5. Colour and darken it as you want it.
