It looks like you have done something wrong in the past. In order to resolve this you need to publicly apologies to the whole LOMCN community. A nice detailed post should do it.

You could start by saying what you did, why you did it and that you feel regret for your actions. Say why your now a better person and why people should forgive you for your wrongdoings.

I'm sure if you make the public believe how sorry you are then all shall be forgiven and you shall gain a more positive status.

If you click "Settings" at the top in between "My Profile" and "Logout" it tells you who gave you reputation and why.

Infractions aren't your reputation. You can check your UserCP to see your latest reputation.
