they are the only servers that are online on that list. Unless they got the port blocked or wateva .

leos server count only shows 10-12
there is a way of getting onto the list and getting to the top of it
but that would be telling :P
my server was on it when it was public
but now that its in testing (and yes it is up) it has droped out of the top 10

Thats true, however once the serverlist only showed 7 servers, then 10, and now 12. If more than 12 servers were to come online (and it wasn't just a thing), I'd just change it so it show more.
