Negative attitude / Verbal Abuse. Or do you mean how to report? If so at the end of the match 3 buttons by players names, ones a red "!" click it, then choose why to report them.

I got that yesterday as well! It said if I do the tribunal thing I get rewards for it! Might start banning, hope the dicks who I report come up so I can ban! Had a game yesterday where the entire enemy team quit after i got a triple kill bot lane.
